Cooperation Committee for Cambodia (CCC)

The Cooperation Committee for Cambodia (CCC) has played a major role, since its inception in 1991, in strengthening cooperation between Non-Governmental Organisations (NGOs) in Cambodia, to enhance the development of Cambodia. While Cambodia makes positive steps forward, the role of both International and Local NGOs remains significant, for the reduction of poverty and overall development of Cambodia.

Since 1991, CCC has grown from a member organisation of 24 International NGOs to represent 102 members in 2008 - 71 International and 27 Local NGOs, as well as 5 Associate members (Donor agencies and International Organisations). The growth in CCC reflects the commitment of member NGOs to promoting effective development in Cambodia through collaboration and joint efforts.

CCC has achieved these objectives, over almost 20 years, through active liaison on NGO matters with the Royal Government of Cambodia and donor agencies; representation of NGOs at Consultative Group Meetings; Members information meetings; the Resource Centre; publication of Information Directories; and support services for the Local NGO community, plus more. Formed in 1972, ActionAid International (AAI) is now working involved in over 40 countries worldwide. AAI works in partnership with CBOs, NGOs and people’s organisations in both urban and rural communities. AAI engages with governments and international develo pment organisations to ensure pro-poor programmes and practice. AAI has been active in Cambodia since 2000 and a country office was opened in December 2004.

AAI's work focuses on equity, dignity and well being of poor and marginalised people and communities on the core themes of women’s rights, education, food security, human security in conflict and emergencies, HIV/AIDS and governance. ActionAid Cambodia has internal partnership guidelines for accessing funding. Grants are not obtained through proposals alone as AAI Cambodia needs to assess areas where partners propose to work.

To empower the poor, excluded people and their communities to secure their rights mainly through partnership with facilitating intermediary organisations.

AAI's main focus is to support and partner with Cambodian organisations working on rights. AAI supports organizations promoting women's rights, rights to food, education and human security; the rights of HIV positive people to live with dignity; and peo ple's right to justice and democratic governance.

Project Area
AAI calls its working area an Development Area (DA). A DA is a contagious set of villages, iso lated from administration, excluded or neglected by the government development agenda; deprived of basic services and infrastructure; and characterised by extreme poverty.

Selection Criteria
To be selected as an AAI partner local organisations should be registered, have an active board and have a good governance structure with an appropriate standard bank account. The potential partner has to work with the most marginalized groups.

Application Information
AAI prefers dialogue with a potential partner befo re a proposal is submitted. Proposals are developed with the assistance of AAI Cambodia. AAI is not a traditional donor but works in partnership with local organisations.

Budget Information
• ctionAid's 2005 budget is $460,229 USD.
• Funds can be used for training, capacity building, technical assistance and governance.
• Funds cannot be used for credit schemes and high capital costs.
• Overhead or core costs are supported providing they do not exceed 20% of the programme budget.
• AAI also accepts co-funding which is usually required for a campaign or a short term issue-based project. Issue based projects are projects which can take about 3 years and address specific issues like HIV/AIDS or fishing rights.
• For long term projects dealing with livelihoods or cross cutting issues, AAI does not allow the partner to accept funds.

Proposal and Project Information
• AAI's Development Area (DA) project funding lasts up to 8 years or more while AAI's Non Development Area funds up to 3 years.
• Proposals can be written in Khmer and/or English.
• A standard application form is currently being developed.
• The time to process the application is one week or less but it can take up to 6 months before a partner becomes a long term partner. After about one week of dialogue and assessment, AAI decides upon funds for a period of up to six months. During those six months AAI conducts an appraisal to decide whether the funded partner will be selected to become a long term partner.

ABILIS Foundation

The ABILIS Foundation is a development fund, founded by people with disabilities in Finland in 1998. Its mandate is to support activities that empower disabled people in developing countries. The ABIL IS Foundation supports activities that contribute towards equal opportunities for disabled people in society through human rights, independent living, and economic self-sufficiency. Special priority is given to activities developed and implemented by disabled women. The ABILIS Foundation gives small grants ranging from 500 to 10,000 Euros to projects initiated by disabled persons. These are one time grants for new projects. There is support available for organisations that are run by people who have a disability, be it related to mobility, vision, hearing or any other type of disability and also to organisations that are run by parents of children with disabilities.

The ABILIS Foundatio n will accept and review concept papers. Uninvited proposals are accepted.

Budget Information
• Funding is between €500 and €10,000; which is approximately USD600 -12,000.
• A minimum of 10% of the project budget should be a contribution of time, money or other resources from the applicant group.
• Funds can be used for advocacy, awareness raising, training, capacity building, income generation among others.
• Funds cannot be used for extensive construction work, purchase of vehicles or medical rehabilitation.

Background of Adhoc

The Cambodian Human Rights and Development Association (ADHOC) was founded by a group of former political prisoners in December 1991 after the signing of the Paris Peace Agreements on October 23, 1991. ADHOC is an independent, non-partisan, non-profit and non-governmental organization. History

In June 1995, the Center for Social Development ("CSD") was established in Phnom Penh, Cambodia as a non-profit, non-governmental organization. About Pact Cambodia

Pact arrived in Cambodia in 1991 just after the signing of the Paris Peace Accord with an initial objective of building the capacity of local organizations working with some of the neediest groups: the poor, women and war victims. Pact also encouraged the formation of new Cambodian-American organizations to provide needed services including rural enterprise development, community leadership, women’s social and economic improvement, psychosocial counseling, and village maternal and child health.

Pact provided emerging Cambodian and Cambodian-American organizations with subgrants to run programs and cover basic operating expenses, supporting them with training and technical assistance to strengthen project and financial management skills. Today the Cambodian NGO sector numbers over 1,000 local organizations.

As local NGOs began to mature, Pact helped them to develop critical self-assessment skills to design program strategies, define long-term visions, and examine the impact of their programs on target populations. Pact also encouraged organizations to form networks and coalitions to incubate ideas and share lessons learned.

In addition, Pact was one of the first organizations to fund Buddhist NGO’s, recognizing that they could play an important role in development. In 1997, when political unrest led to the proposed shut down of all direct U.S. assistance, Pact led a coalition effort that successfully lobbied the US Congress to keep money flowing to local NGOs.

Pact continues to use its resources to fill strategic development gaps. Rather than directly implementing programs, Pact makes its contribution to Cambodia by strengthening and supporting local institutions run by and for Cambodians. This support has been expressed in a variety of services including assessment of local institutions’ organizational and accounting capacities, technical consultations, financial support through subgrants and trainings, facilitating workshops for building capacity of staff members, organizing and facilitating working groups, program and sector assessments, program development, and managing programs involving numerous NGO partners.

The NGO Forum on Cambodia's Background

The NGO Forum on Cambodia had its beginnings in the 1980s in an international NGO campaign to advocate an end to the aid embargo then imposed on Cambodia. Since then, the NGO Forum has continued to evolve in response to changing external conditions.

Following the full restoration of development aid in 1993, the NGO Forum became more Cambodian based. It began to work on a broader range of issues, such as an international ban on land mines, creation of a permanent tribunal for crimes against humanity, and concerns about the impacts of development aid. It appointed a Representative in 1995. Although based in Phnom Penh and focusing increasingly on domestic advocacy issues, the NGO Forum was still dominated by expatriates. An international Steering Committee was retained until 1996, after which the local Management Committee became the chief decision making body.

From 1997 to 2001, the NGO Forum became much more Cambodian in character, with meetings held predominately in Khmer and with Cambodians playing the dominant role in NGO Forum activities. This reflected the growing level of responsibility taken by Cambodians in both local and international NGOs. A five-year Strategic Plan, adopted in 1999, reflected these changes. The NGO Forum also expanded its staff in order to meet more effectively the expectations of member organisations. It began to improve cooperation with NGOs based in the provinces, and to help NGOs build advocacy-linkages from the grassroots to the national level. Issues dealt with over this time period included the landmines campaign, the environment, the impact of development banks, women's rights, the growth of civil society and democracy, the strengthening of advocacy skills, and the need for policy makers to have easy access to information about Cambodia.

The Action Plan for 2002-2003 focused on strengthening NGO Forum's work on a limited number of priority issues. These priorities were chosen for their importance to Cambodia's development and for the unique role that the NGO Forum is able to play on these issues. One of the projects, the Fisheries Livelihoods Project, underwent a process of separation from NGO Forum to become a separate NGO entitled the Fisheries Action Coalition Team. In mid-2003, the NGO Forum began discussions on its plan for 2004-2005.

The NGO Forum has maintained an excellent reputation with the local and international media and representatives of bilateral and multilateral organizations. It is well respected among its international network of supporters. As one of the two longest standing NGO umbrella groups, it has a presence with Cambodian government officials and its work has been well received in the international Consultative Group process.

Mission
The NGO Forum is made up of local and international non-governmental organizations grounded in their experience of humanitarian and development assistance to Cambodia. The NGO Forum exists for information-sharing, debate and advocacy on priority issues affecting Cambodia's development. The NGO Forum has an important role to highlight the impact of development processes and economic, social and political changes on Cambodians.

Vision

Cambodia will have a well-informed and empowered population participating in a strong and vibrant civil society, to the benefit of poor and vulnerable people in Cambodia.

Goal
The rights of poor and vulnerable groups in Cambodia are recognized and supported by the policies and practices of Cambodia's government and donors, and by the wider community.

ABOUT Open Forum of Cambodia (OFC)

The Open Forum of Cambodia was created in late 1994 by the initiative to organize dialog in Cambodian society as its name says. The OFC strived to fulfill its work as one of the Non-Governmental Organizations in Cambodia by providing the first e-mail service in the country since 1994 as a tool to facilitate for the dialog and to provide a basis to address social concern.

Key activities of the Open Forum of Cambodia were to provide communication through electronic mail and publication. Since 2003, the Open Forum of Cambodia had enlarged its program activities in the creation and management of websites, computer training and Khmer Unicode used in computers.
